The data is analysed descriptively in a qualitative manner. Qualitative data analysis is inductive, meaning it is analysis based on the data obtained.</p> <p><strong>Results/findings</strong>: This policy paper produces policy recommendations by formulating policies in the form of a Regent Regulation on the Implementation Guidelines for SAKIP, which includes procedures for setting performance indicator targets and strategic objectives of the Regional Device, and also explains the alignment between performance planning documents.</p> <p><strong>Conclusion</strong>: There are four issues that cause the performance accountability not to be suboptimal: 1) The quality of planning is not yet optimal; 2) Performance measurement has not been conducted comprehensively down to the lowest units; 3) Performance reports have not been prepared completely and do not present adequate data; 4) Evaluation of the implementation of SAKIP has not been carried out in a deep or comprehensive manner.</p> <p><strong>Limitations</strong>: The collection of primary data through interviews where, despite efforts to maintain objectivity, the interview results still contain elements of subjectivity from the informants that can influence data interpretation.</p> <p><strong>Contribution</strong>: This policy recommendation can be used as a basis for formulating policies related to increasing the accountability of the Bintan regency government.</p> Puji Lestari Copyright (c) 2026 Puji Lestari https://creativecommons.org/licenses/by-sa/4.0 https://penerbitgoodwood.com/index.php/jastaka/article/view/5537 Wed, 07 Jan 2026 00:00:00 +0700 Work Training Strategies and Policies to Reduce Open Unemployment in Ogan Komering Ulu Regency https://penerbitgoodwood.com/index.php/jastaka/article/view/6221 <p><strong>Purpose:</strong> This study aims to assess the impact of vocational training programs on reducing the Open Unemployment Rate (TPT) in Ogan Komering Ulu Regency from 2020 to 2024. It examines the challenges faced in implementing these programs and proposes policy recommendations to enhance their effectiveness in the future.</p> <p><strong>Research Methodology:</strong> This study uses a qualitative approach, analyzing data from regional development reports, training participation rates, and interviews with local officials and training providers to assess the success and challenges of existing vocational programs.</p> <p><strong>Results:</strong> The findings show that while Ogan Komering Ulu Regency's TPT was generally lower than South Sumatra's provincial and national rates until 2024, there was a significant increase in 2024. The analysis highlights that limited training options, inadequate funding, and low worker participation are key factors that hinder the success of these programs.</p> <p><strong>Conclusions: </strong>Vocational training programs have the potential to significantly reduce unemployment in the region, but their effectiveness is constrained by various factors. Policy recommendations include increasing funding, expanding training options, enhancing job placement initiatives, and improving communication and outreach for vocational training programs for people with disabilities.</p> <p><strong>Limitations:</strong> The study is limited by the availability of data, particularly in terms of detailed tracking of vocational program graduates and their post-training employment outcomes. It analyzes the gap between formal leadership authority and real development outcomes during the region’s transition into the new provincial structure.</p> <p><strong>Research methodology: </strong>A descriptive qualitative approach was used with purposeful and snowball sampling. Data were collected from 60 informants—including coastal and highland indigenous Papuans, migrants, and religious leaders—through interviews, observation, and documentation. Analysis followed Miles and Huberman’s interactive model.</p> <p><strong>Results: </strong>The findings show that regional heads significantly shape development effectiveness through strategic infrastructure interventions that strengthen socio-economic conditions. Improvements in the Human Development Index (HDI) during the 2021–2026 leadership period include increases in life expectancy, expected years of schooling, and mean years of schooling. These outcomes were driven by decisive leadership, strong agency coordination, and community participation. Key achievements include Kalibobo Market revitalization, road rehabilitation, and enhanced urban planning.</p> <p><strong>Conclusions: </strong>Proactive and innovative leadership, supported by strong political will, is crucial for realizing the “Safe, Independent, and Prosperous Nabire” vision. However, challenges remain in economic performance, data accuracy, and sustainability of community empowerment programs.</p> <p><strong>Limitation:</strong> The single-district scope limits broader generalization, the short observation period restricts long-term assessment, and statistical discrepancies require careful interpretation.</p> <p><strong>Contribution: </strong>This study provides empirical evidence linking leadership roles to HDI improvement, highlights the impact of leadership transition, and offers practical insights for governance in the new Central Papua Province.</p> Jean Marzel Ngantung, Yerri Lukas Tabuni Copyright (c) 2026 Jean Marzel Ngantung, Yerri Lukas Tabuni https://creativecommons.org/licenses/by-sa/4.0 https://penerbitgoodwood.com/index.php/jastaka/article/view/5663 Thu, 08 Jan 2026 00:00:00 +0700 Sentiment Analysis of Youtube Video Comments on Dirty Vote Movie https://penerbitgoodwood.com/index.php/jastaka/article/view/5922 <p><strong>Purpose: </strong>This study aims to analyze the sentiment of comments on YouTube videos discussing the movie Dirty Vote, which are divided into positive, negative, and neutral categories.</p> <p><strong>Research </strong><strong>methodology</strong>: The method used is quantitative descriptive, namely content/text analysis of the number of comments and sentiment analysis of comments on the YouTube video content of Dirty Vote uploaded to the Dirty Vote YouTube channel.</p> <p><strong>Result</strong><strong>s:</strong> Results: Based on sentiment analysis of 32,209 comments on the Dirty Vote movie uploaded to YouTube between February 11 and 13, 2024, the sentiment distribution indicates a strong dominance of negative sentiment, with 18,978 comments (59%). This suggests that the movie triggered substantial criticism or strong emotional reactions from viewers. Positive sentiment reached 9,676 comments (30%), reflecting appreciations for the movie’s content, message, or relevance to political discourse. Meanwhile, 3,555 comments (11%) were categorized as neutral, generally consisting of descriptive statements, clarifications, or non-emotive responses.</p> <p><strong>Conclusions:</strong> The analysis of 32,209 YouTube comments on <em>Dirty Vote</em> shows dominant negative sentiment (59%), followed by positive (30%) and neutral (11%).
