A purposive sampling technique was used to select 52 respondents familiar with village fund planning and implementation.</p> <p><strong>Results/findings: </strong>The findings indicate that the implementation of good governance principles in Aikai Village is relatively strong: transparency (75%), accountability (70%), and participation (80%). The impact on community welfare reached 72%, especially through improved basic infrastructure. However, challenges remain in documentation and comprehensive community involvement during program evaluation stages.</p> <p><strong>Conclusions</strong>: The study concludes that village fund management in Kampung Aikai generally adheres to good governance standards, contributing positively to community welfare. Improvements are needed in accountability mechanisms and inclusive participation across all phases of program management.</p> <p><strong>Limitations: </strong>The study is limited to one village, with a relatively small sample size, which may not fully represent broader patterns in other regions of Papua or Indonesia.</p> <p><strong>Contribution: </strong>The study offers insights for improving village fund governance in remote regions through stronger capacity and participatory systems.</p> Petrus Yeimo Christina Martha Lewerissa Petrus Izaach Suripatty Copyright (c) 2025 Petrus Yeimo, Christina Martha Lewerissa, Petrus Izaach Suripatty https://creativecommons.org/licenses/by-sa/4.0 2025-07-02 2025-07-02 5 1 1 6 10.35912/jastaka.v5i1.5249 Akuntabilitas, Transparansi, dan Partisipasi Untuk Good Governance di Kecamatan Teluk Bayur https://penerbitgoodwood.com/index.php/jastaka/article/view/5147 <p><strong>Purpose: </strong>This study aims to evaluate the implementation of the principles of accountability, transparency, and participation in the management of the Village Revenue and Expenditure Budget (APBDes) as an effort to realize good governance in Teluk Bayur District, Berau Regency.</p> <p><strong>Methodology: </strong>The research method used is a qualitative approach with data collection techniques including interviews, observations, and documentation.</p> <p><strong>Results/findings: </strong>The results show that the four villages studied—Tumbit Melayu, Labanan Jaya, Labanan Makmur, and Labanan Makarti—have made efforts to implement these principles in accordance with the Regulation of the Minister of Home Affairs Number 20 of 2018, although improvements are still needed in several aspects for optimization.</p> <p><strong>Conclusions: </strong>The implementation of accountability, transparency, and participation has shown progress, yet it remains suboptimal. Strengthening community involvement and enhancing administrative capacity are essential to achieving better governance outcomes.</p> <p><strong>Limitations: </strong>This study is limited to four villages, uses a qualitative approach that is subjective, and only focuses on three principles of good governance. Future research is suggested to cover a wider area, apply a quantitative approach, and explore other principles such as effectiveness and efficiency.</p> <p><strong>Contribution: </strong>The author expresses gratitude to the academic advisor, Ms. Yunita Fitria, to the informants and village officials in Teluk Bayur, and to family and friends for their support during the preparation of this journal.</p> Salama Qaulam Satyawati Yunita Fitria Copyright (c) 2025 Salama Qaulam Satyawati, Yunita Fitria https://creativecommons.org/licenses/by-sa/4.0 2025-07-01 2025-07-01 5 1 7 22 10.35912/jastaka.v5i1.5147 Analisis Implementasi Kebijakan Pencegahan Perkawinan Anak Di Bawah Umur di Kabupaten Garut https://penerbitgoodwood.com/index.php/jastaka/article/view/5411 <p><strong>Purpose: </strong>This research aims to analyze the implementation of policies to prevent underage marriage in Garut Regency, identify inhibiting factors, and formulate strategic efforts that can be made to strengthen the effectiveness of this prevention.</p> <p><strong>Methodology/approach: </strong>This research uses a descriptive qualitative method to analyze the implementation of child marriage prevention policies, and uses the implementation theory of Van Meter and Van Horn.</p> <p><strong>Results/findings: </strong>The research results show that policy implementation has not been optimal. This is due to the suboptimal performance of policy implementers, characterized by limited human resources and budget, weak implementation of comprehensive outreach, and minimal public awareness of the negative impacts of child marriage.</p> <p><strong>Conclusions</strong>: The implementation of child marriage prevention policies in Garut Regency is still not optimal because it faces various structural, technical, and cultural obstacles, so strategic efforts are needed in the form of sharpening guidelines, increasing the capacity and collaboration of implementers, strengthening accountability, optimizing social communication, and empowering the youth economy so that the policy can run more effectively.</p> <p><strong>Limitations: </strong>This research is limited to a qualitative descriptive analysis of policy implementation and the factors influencing it. The analysis focuses on five key aspects: standard criteria, actual needs, staffing formation, objectives of implementation and accountable objectivity.</p> <p><strong>Methodology/approach: </strong>The research employed A qualitative approach was employed through semi-structured interviews and document reviews. Data were analyzed using an interactive model and validated through source and technique triangulation to ensure credibility.</p> <p><strong>Results/findings: </strong>The results revealed that transfer implementation was not fully effective across the five aspects. Standard criteria are not consistently aligned with regulations, actual needs are not clearly defined, staffing formation often does not correspond with the placement of transferred employees, and objectivity remains largely administrative rather than substantive in nature.</p> <p><strong>Conclusion: </strong>The transfer process in City X’s government still faces significant challenges.
