Purpose: There is a problem that occurred in Natuna Regency where a ship experienced engine damage, causing the ship to come to a halt in the middle of the sea and leaving passengers stranded at sea for an extended period. This situation can be hazardous and poses a risk to maritime safety. During disasters such as ship sinking, grounding, or fires, the risk to passenger safety increases. The high demand for facilities and infrastructure in passenger transportation should be a top priority. This research was conducted with the aim of determining the captain's responsibility for passenger safety to prevent any negligence on the part of the skipper.

Methodology/approach: The Normative-Empirical Law research method involves understanding law in terms of norms (rules) and the application of legal rules in actual behavior resulting from the enforcement of legal norms. The captain is required to adhere to all applicable rules and regu lations to ensure the ship's navigability, safety of the vessel, passenger safety, and cargo. The skipper is not permitted to embark on a journey unless the ship is adequately equipped and prepared, as referred to in Article 343 of the Criminal Code.

Results/findings: Regarding the implementation of the captain's responsibility for ship damage during passenger transportation within the Natuna Regency area, the captain pays more attention to the operational conditions of the ship to avoid issues related to ship damage. Additionally, the sub-district head of Midai is advised to be more selective in transferring responsibility to the skipper of the KM Fisabilillah 1 ship.

Perlindungan Data Pribadi dalam Kegiatan Peer to Peer Lending

Purpose: The research objective to be achieved in this study is to determine the protection of personal data in peer to peer lending activities. In this data analysis technique, researchers use research materials in the form of books, journals, documents and research results obtained from a literature review.

Methodology: In the data analysis technique, the data obtained will be analyzed using qualitative methods. The qualitative method is observing in their environment by interacting and trying to understand language and interpretations of the world around them.

Results: Information technology-based service providers through online, have an obligation to meet personal data protection standards. Protection of personal data is one of the most important things in conducting online transactions, because personal data is related to user security.

Limitation: This research contributes to the government and the community must be able to act more thoroughly, meticulously and have a prudent nature, especially when carrying out technology-based lending and borrowing services.

Contribution: It is hoped that this law will become a strong legal umbrella for the management and protection of citizens' personal data and government administrators.

The Effectiveness of Health Communication in Preventing Stunting

Purpose: Stunting is a chronic nutritional problem that remains a primary concern in Indonesia; it requires considerable attention and is one of the Sustainable Development Goals (SGDs). Stunting prevention is very important, and one program that can be implemented is health communication. This study aimed to evaluate, review, and criticize published articles regarding the effectiveness of health communication in efforts to prevent stunting.

Methodology: A systematic and comprehensive literature search was conducted following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines using the following databases: PubMed, ScienceDirect, and Google Scholar until September 2023.

Results: All the included studies stated that health communication has a significant positive impact on stunting prevention through three types of communication: interpersonal, group, and mass communication. The messages conveyed by communicators to communicants cover most of the important messages that must be conveyed, including exclusive breastfeeding, complementary foods, BMI and HAZ scores, and nutritional behavior. The methods used also varied, ranging from counseling methods at posyandu or integrated healthcare centers, use of flipcharts, radio, TV, support groups, home visits, mobile outreach, food production, and training of community health workers.

Limitations: According to the review, this study has limitations, including a limited number of studies, and the research population is not spread across every region in the world; consequently, the results of this review may not be able to represent all populations and races globally.

Contribution: We hope that the findings of this study can be used as a reference for further research related to stunting management using a health communication approach. In addition, this study can be used as a reference source for conducting outreach, interpersonal communication, group communication, and mass communication related to stunting, so that stunting prevention programs in Indonesia can be implemented widely and comprehensively.
